Registration Cum Membership Certificate (RCMC)

RCMC stands for Registration Cum Membership Certificate, it is issued by the Export Promotion Councils (EPC)/Commodity Board/Export Development Authority. This RCMC certificate is issued to validate the products which are exported by the Export Oriented Undertakings. This certificate is issued for a period of 5 years. The exporters desiring to export their products have to obtain Registration Cum Membership Certificate (RCMC) by declaring their mainstream exportable products in the application. This application would be submitted to the related Export Promotion Council (EPC)/Commodity Board/Export Development Authority. Presently DGFT is issuing e-RCMC to all the exporters through their common portal.

Presently, there are total number of 26 Export Promotion Councils and 9 commodities board are present in India. Commodities board and the EPCs in India are the concerned authorities for issuing RCMC. These institutions have been authorized by the Central Government to issue RCMC to the exporters. Every EPC and the commodities board in India categories itself depending on the type of products. The RCMC shall be deemed to be valid from 1st April of the licensing year in which it was issued and shall be valid for 5 financial years ending 31st March of the licensing year, unless otherwise is specified.

While applying for RCMC, an exporter has to declare his main line of business in the application. The exporter is required to obtain RCMC from the Council which is concerned with the product of his main line of business.

In case an export product is not covered by any Export Promotion Council/Commodity Board etc., RCMC in respect thereof is to be obtained from FIFO. Further, in case of multi product is yet to be settled, the exporter has an option to obtain RCMC from Federation of Indian Exporters Organization (FIEO).

In respect of multi product exporters having their head office/registered office in the North-eastern States, RCMC may be obtained from Shellac & Forest Products Export Promotion Council (except for the products looked after by APEDA, Spices Board and Tea Board).

In respect of exporters of handicrafts and handloom products from the State of Jammu & Kashmir, Director, Handicrafts, Government of Jammu & Kashmir is authorized to issue Registration Cum Membership Certificate (RCMC).

RCMC certificate is an important document for Indian exporters who wish to export goods from India to abroad. It is a mandatory requirement to claim benefits under various schemes of the Foreign Trade Policy. Role of Export Promotion Councils (EPC):

Export Promotion Councils (EPCs) work as a partner of Government in supplementing efforts of the latter in facilitating county's exports through diversification of products and markets, adhering to standards and quality, encouraging brand consciousness, enhancing competitiveness by addressing supply side constraints. Having a vide global network through affiliations and Memorandum of Understandings (MoUs), Export Promotion Councils (EPCs) provide reciprocal trade promotion actvities for the benefit of India exporters. They help exporters by:

  • Sharing Information: To assist exporters to understand, interpret and implement the export policies and export assistance schemes of the Government including the State Governments.
  • Providing Assistance: To provide assistance in export promotional activities such as external publicity, participation in fairs and exhibitions, organising buyers and seller meets including the reverse buyer seller meets, promotion of exclusive exhibitions and trade fairs of specific products.
  • Collecting Data: To collect and compile data on export growth and trends, the data of input cost, taxes and duties, average FOB value for fixation of Duty Drawback and RoDTEP Rates.
  • Acting as a Linkage: To carry on an effective co-ordination between the Government and the industry by providing feedback on Government Policies and sensitising Government on various global developments including TBTs and NTMs.
  • Undertaking Studies: To undertake product and country studies including various export promotion instruments used by competing countries to support their exports and to circulate the findings in respect of specific product/market to members to assist them in diversifying their exports and to the Government to help in devising suitable exim policy/schemes.
  • Indicating Export Opportunities: To collect and supply market information to exporters and thereby to help them to take benefits to advantage of export opportunities available abroad.
  • Motivating Start-ups: To create consiousness among new entrepreneurs/exporters through seminars, workshops, interactive sessions and to motivate them for export promotion.
  • Offering Guidance: To offer guidance to members on various matters like utilisation of GSP/FTAs/CECA/CEPA, export finance, insurance of goods as well as new challenges like digital frauds, IPR violations etc.
  • Handholding of New Exporters: Helping new exporters in regulatory compliance, getting bank finance, hosting of their products at e-com market place, arranging logistics etc.
  • Settling Disputes: To help the members in settling thier trade disputes through amicable negotiations.
  • Recognitions and Awards: To appreciate and recognize the hard work and the excellent performance of the exporting community, the Councils and FIEO institute awards such as Niryat Shree, Niryat Bhandu, Design Awards, Outstanding Export Performance Awards and Export Excellence Awards.
